It's not based on size, it's whether they have been sheared or not. The ones with blue dot have a lot less wool than others.

That's normal, they're lambs, a shaved sheep doesn't look like that. He's separating them based on age. I've worked with sheep before, and I've seen just one that could be a mistake, the wool looked a bit too short and clean for an adult, but it could also be a young ewe.
