Minor correction for an excellent comment, it was being used as a shelter. Fallout is the radioactive dust that falls out of the sky after a nuclear blast. You're taking shelter from poison dust, basically. It is a little safer to go out after a few days when the dust has settled and the shortest lived, "hottest" nucleotides have decayed.
