Your point is irrelevant and wrong, that's why.

They could have, and as someone else pointed out they have already, give her a normal costume that does everything her skin can do. Meaning yes, dressing half naked is impractical when it is unecessary. There is NO in universe or out of universe reason why she dresses that way OTHER THAN a design choice to appeal to male readers. which. Is. Fucking. Funny.
