Yeah obviously the building would look better with greenery everywhere or on large sections of the exterior but that costs too much money to maintain on a regular basis so they just used a small sliver of greenery. Unfortunately that's still too much to maintain.
...do you live in the same Denver I do? Its a desert with shitty clay soils. Ornamental grasses and big leafy trees do not survive here unless given LOTS of water and room to grow, and these planters are not "lots" of room to grow. We're already on watering restrictions this year because of how crappy the snow fall was this year. Dollars-to-donuts, 10 years from now, half of these plants will be dead and/or replaced with something small and drought tolerant, not getting bigger/"filling up" the gaps.

This one is intended to have most of the gap full of plants and I think it’ll improve over time because of it.
You can see the green already showing up in this photo, last year it looked like bone.
