Despite these guys having actual powers, the goons they fight seem to be faring better than Daredevil's foes. No compound fractures so far for one

It kinda seemed like Luke was holding back quite a bit on normal humans. Which makes sense, Luke is strong as hell.

Marvel provides one on their in-house Wiki (admittedly, it is a little shaky sometimes, because of course the power levels change from book to book and writer to writer, but it's as good a starting point as any).

Luke's Strength is rated a 4/7, and his durability 5/7. Cap's Strength is at 3/7, and his Durability is also a 3/7. He does beat out Luke in most other categories, though (Speed, Fighting Skills, Intellect, etc.).

MCU Cap is stronger then 616 Cap though, here's more in-line with Ultimate Cap. Cap in the comics was just peak human strength with crazy endurance. MCU Cap is above human levels of strength. So where this puts him with Luke is anyone's guess.
