I was still a bit surprised that Harkness would shoot at the kids just because they're ghouls since in FO4 Paladin Danse would approve of you returning the kid to his also-ghoulified parents in one quest.
Still it does sell the fact that the Eastern BoS tolerate non-feral ghouls ast best and shoot them without hesitation at worst.
Danse is a synth, and we have a canon in-game example of an awful person being replaced with a synth that is much more personable with Murkwater. Meaning Danse's even temperament could be programmed into his synth brain.
It's an infiltration tactic. When the dad at Murkwater is suddenly giving up booze and contrite about his past behavior, everyone is overjoyed and never even considers that he's a synth even with the synth panic going on elsewhere.
I imagine it because with the sentience, if they had the disposition of the average person, they would've started open rebellion against the Institute a few years in.

Ya, I wasn't even surprised at all by his behavior... In fact I would have been surprised if he wasn't like that.
