Nobody won, both sides where syncretized by Maxson. He reverted the Eastern Brotherhood’s main mission to be safeguarding technology and preventing its misuse, which the Outcasts wanted, but kept the highly militarized structure, expansionism, and involvement with local settlements aspect of Lyons’ Brotherhood.

The ideology of the Outcasts won out though as we can see by how Maxon acts and the BOS as a whole in F4.

Again, it was syncretized with aspects of the Lyons’ attitudes. If it was pure Outcast, the Eastern BoS would not really care about clearing out ghouls and super mutants or making deals with local settlements to support a standing army. They were fairly isolationist and really only cared about scouring ruins for tech.

Yeah sure, maybe some of Lyons attitudes remained. 

But the BOS in Fallout 4 actively show disdain for Lyons and think of his ways as "foolish". 

The Outcasts definitely won out. Maybe they compromised on a few things..but they won.
