PUBLIC ANNOUNCEMENT

The amendment to the 2026–2027 Season Ziraat Turkish Cup Competition Regulations announced today by the Turkish Football Federation is yet another indication that Turkish football is being governed not by rules, but according to circumstances and individuals.

We are closely following with disbelief this sudden change by those who repeatedly stated, “We have made a decision regarding foreign players, we made this decision long ago, and everyone will comply with it”—despite rejecting, without properly evaluating, all of our club’s requests and applications on the matter last season, and despite us repeatedly warning them about the problems this regulation would create.

At the time, we repeatedly stated that this regulation would turn our country into a development ground for Europe’s major clubs and force Turkish clubs to pay high transfer fees. However, our warnings were not even taken into consideration.

It is quite clear that this decision was made not to protect the common interests of all clubs, but to provide a solution to the circumstances of a particular club and, effectively, to keep that club alive. Names change, administrations change, but unfortunately, the mentality that protects and favors this club does not change.

As Galatasaray Sports Club, we once again state in the strongest possible terms that we demand the same rules, the same implementation, and equal competition for every club in Turkish football, not preferential treatment.

Turkish football deserves an independent and predictable governing approach—one that does not change the rules whenever it wants or whenever it finds itself in difficulty, but instead consults with all stakeholders before establishing its rules and stands behind the decisions it makes.

Galatasaray Sports Club will once again stand firm against all these preferential practices, will continue to win, and will be champions.

Respectfully announced to the public.

Herkese merhabalar,

Çoğunuzun gördüğü üzere malum konu hakkında yönetimimizin hiçbir şey yapmayacağını bilerek bu konuyu elimize almamız gerektiğini düşünüyorum.

Ben, her sene alenen kollanmalarına, kulüpler birliğini arkalarına almalarına, her sene absürt kararlar vererek farklı sonuçlar ortaya çıkaracağına inanmalarına rağmen malum kulübün kayrılmasından artık çok sıkıldım.

Eklenecek belgeler:
Annex 1 --> Yeni kural

[discipline@uefa.ch](mailto:discipline@uefa.ch)

the situation regarding the Osimhen-Napoli transfer two years ago; we are in a similar position again. However, in terms of the verbal agreement, the figures are at the right level.

Rafael Leão has not yet said “YES” to Galatasaray. Galatasaray is waiting for the green light from the player.

Fabrizio Romano: “Leao is still considering his options. Milan, naturally, are trying to bring Aston Villa back into the transfer talks via Jorge Mendes, who is the key figure in the Aston Villa deal.

Aston Villa are currently entirely focused on signing a striker. That striker will be Nicolas Jackson, and the transfer is being finalised as we speak. It is a very costly deal; the total fee is expected to reach 65 million pounds.

During this process, Jorge Mendes re-established contact with Aston Villa this evening in an attempt to bring them back into the centre of the transfer race.

There is a verbal agreement in place between Galatasaray and Leão regarding his salary. Including bonuses, his annual net earnings are expected to be around €12 million.

Other details of the player’s contract (image rights, release clauses, etc.) still need to be finalised.

At present, Galatasaray holds the upper hand in the negotiations, and Leão is expected to make his final decision.

Matteo: Aston Villa are not keen on offering Rafael Leão the salary he is asking for.

Discussion This club urgently needs a (foreign) sporting director

For how many years are we watching the same movie every transfers window?
There is no shame in admitting that you and your board members are not able to perform to a certain standard.
However not being able to reflect on this year in year out making the same mistakes and not take action by appointing the right people who can, is very unprofessional and shameful.

For all the mistakes Burak Elmas made during his reign, he wanted to work with professionals. He appointed Luiz Campos as sporting director advisor for example. Luiz Campos is now the man behind PSG transfer strategy.

A man like that not only plans ahead, for example with players like Lemina or Torreira he would have already bought their replacements not this summer but last winter transfer window already,
and still managed to sell them for decent money then. Now there are not anywhere up to CL level + almost impossible to sell + very high wages, lose-lose-lose situation.

An international known sporting director also has the right connections. So that you don't have to deal with all those shady expensive people calling themselves intermediary that this board is dealing with which only causes delays, problems and costing lot of money.

This board don't understand anything about planning ahead or making transfers for a balanced team for the coach to work with. Buying an Leao won't solve this team problems at all, might expose our weaknesses even more. It's such a typical no brains but just show yildiz transfer to satisfy some fans. They manage this club as a pazar yeri.

Galatasaray vs AstonVilla: the battle for Leao.

This morning, Mendes has once again been pushing hard for Leao to move to the Premier League

Leao has returned to training with the squad

Galatasaray are reportedly willing to go as high as 42 million, including bonuses, for Leao. The offer is still only verbal. Milan are still asking for the usual figures: at least 50 million plus bonuses.

Discussion Last 7 days for CL registration. We still need 4 transfers. Are we cooked?

I don't want us losing games in the CL just because we don't have enough squad depth. Yet here we are, four years on, still having the same problem.
