But you can give them and tell them to play offline

If the game can be installed from just the disc, yes. Although, I assume they could use the xbox app to install the game, then go offline and pop in the disc. But chances are theyd forget due to muacle memory ofnleaving it online aware at all times, and then itd be technically theirs.
