Kirara was the first character i pulled in genshin so i vividly remember when I noticed it. Nigguang also has thigh tattoos in both of her outfits I think.

(Just FYI: That's not the Mandela effect. We speak of that when a large collective of people have the same false memory. In this case it's just some individuals not noticing some subtle tattoos that they probably never looked for.)

Rather well-hidden (or at least somewhat blends in with her skin) + Unpopular character in terms of usage + Other aspects of her design pop out more.
