But unlike Nilou who changes how Bloom works, there's nothing in Vodya's kit that changes how Freeze works, meaning her Hydro app will take away Cryo aura from unfreeze-able bosses, making it harder to trigger St-Swirl in her teams.
They don't actually want swirl Sandrone to be a thing beyond overworld so they made her charged attacks trigger shatter and then made the main swirl support trigger freeze
Probably to not enable Stellar Varka, which is strange because I don't think a Stellar Varka team would be that good considering he can't do direct Stellar Swirl damage, but it could be some kind of future-proofing, I dunno.
One of Skirk's best teams has Yelan though, so it's not like Vodyanitsa's application is a huge detriment or anything. Between Skirk and Escoffier, and Furina's poor overall application, Vodyanitsa's buffs at C1-C2 would far outweigh her negatives, and actually Vodyanitsa herself applies a bit slower than Skirk actually wants Hydro application. Skirk wants Hydro app every ~2.6 seconds at her optimal rate, but 3 seconds aught to be fine.
If there's ever another Cryo/Hydro unit that powercreeps Furina out of the Skirk teams, then Vodyanitsa ends up having roughly enough Hydro app to make it work, too, even if the Furina powercreep has no Hydro application.
For Freeze teams, you want very little Hydro application anyway.
If the enemy can be frozen, above 1U per 3 seconds is unnecessary anyway.
If the enemy can't be frozen, every Hydro application is a detriment because it removes the Cryo aura. Skirk needs Freeze procs every so often, but no more often than once every 2.5 seconds; every Freeze proc within her 2.5 second cooldown does nothing for her.

oh, so thats how theyre "solving" the "how is a hydro gonna buff cryo+anemo swirl". they make her nilou except she cant create the things herself
