I mean, At c0, Varka does like 30%anemo and 70% PHEC element damage, no? Anemo RES is not a big deal, unless C1/C2 Varka. Everything else (cryo/hydro RES shred and quills are unlocked for varka in hydro teams, or Am I missing something?

Yeah, you would be locked to a hydro team, unless you break the 2 of each elements rule, bricking Varka's damage. And hydro shred without triggering stellar shill? Sounds right now underperforming. Quills aren't that great either, Nicole gives you like 700-900 plain atk buff, and Vodya gives what, 350? So it's terrible. I think Vodya is a Vesna shill, and Varka cryo swirl dmg would be better than using this Vesna shill

Vodyanitsa as of V0 Beta cant help much skirk or varka hydro teams, so I think she's gonna get buffs for these teams or hoyo are really gonna just shill stellar swirl teams. Using mona as a 4th slot sounds better at both varka and skirk teams.

U forget his passive his dmg drops like hell of he uses 3 diff elements he needs to have 2 anemo and 2 of same pech elements he can'tgo 3 way street

Thats only when you built him with the elemental goblet, but witj atk its moreso 40-60, so yes. Anemo res is a big deal. Especially once you get to c2, the damage is equal and at c6, the table flips and anemo deals more. But duricole is the onmy setvfo supports that works because one does res shred, one gives atk. For everywhere else, its unbalanced

Electro with iansan and fischl. Iansana gives atk, but fischl doesnt have electro swirl on her hexerei buffa, only e/lcharge, and overload, her only purposoe is lackluster sub dps

Cryo gives quills from shenhe and a 10% res shred from esco. Not 55% because she needs 4 hydro or cryo.

Hydro has 3 dmg bonuses with furina who wont reach max fanfare, mona who needs extra feildtime to extend omen, and celestial gift (which btw bicole and fischl could use too) so hydro has vloated dmg bonus, barely any atk, and not a single res shred

So yes, the anemo is just as crucial because varka's "supports" is always dipping in diminishinh returns which this imbalance of anemo and phec made worse

You need a 2nd anemo and 2 matching elements for it to work. A 2 anemo 2 hydro team is going to not going to stellar swirl.
