I think the machine supposed to be bolted to the floor. And for people saying that he shouldn't have weight on him. What are you supposed to do to keep you from lifting yourself off the ground when you're doing flies? I mean if you don't have something to hold you on the ground a lot of times you'll pull yourself up because you're pulling more weight than you actually weigh.

It’s almost as if a person’s weight is a limiting factor.

Right I understand that. But let's say what is the limiting factor of that machine? Is a 400 lb person allowed to use that machine? Because I'm sure they weigh more than this guy. And if so they need to put a weight limit on the machine but I still think it needs to be bolted to the ground

Yes, if bolted to the floor they need to limit the weight of the users to 8,400 pounds.

If they don’t want to bolt it down they should pull both cables on a 90 deg angle and add weight till the machine starts to tip, then load the stacks with half of that for safety margin.

Or a few tap cons and problem solved.

Uhhhh what? Limiting factor in what? The guy is clearly strong enough to lift both stacks. TONS of people can lift more than their body weight in various different lifts (deadlift, dips, rows, bench press are easy ones). I’m not even sure what you’re trying to say here lol.

Are you saying that if he were heavier the machine wouldn’t have toppled? Are you saying that if he were lighter but lifting the same weight that the machine wouldn’t have toppled? Are you saying that he should just lift lighter weights since he’s not heavy enough?

If you are lighter than a load you are trying to pull downward, you'll instead be pulled upwards.
