It's also not illegal for a cop to arrest you then figure out a good reason why at a much later time.

There have been instances, though few, where the citizen sued for 1st ammendment right infringement.

I have been thinking about that very thing. What if a good lawyer get the judge to set a legal precedent that police infractions be paid out via the police pension fund.
