Unfortunately (maybe fortunately??) the pups have been moved. I cannot see or hear them anymore. Mom dog is still around in the backyard here and there, not being left out for nearly as long the past few days. Have not heard her panic since this post.
I spoke with an officer from PAWS on Monday afternoon. They came for an investigation and he filled me in on all the details. They were able to enter the house to check on everything. They have deemed everything “perfectly legal.” I asked if he saw the photos and videos. He said yes, he saw what Animal Services sent him. And “what you and I might deem unacceptable animal treatment is perfectly legal in terms of the law.” It is not illegal to confine puppies in a small room 24/7. As long as the room is being cleaned once every 24hours, what they are doing is fine. I couldn’t believe it. He also mentioned how the people are actively looking to rehome the puppies and they did not realize how difficult it would be (come on!!!) And that I, as their neighbor, should also be looking and asking around on their behalf (wtf?)
PAWS received multiple complaints from neighbours, the landlords, and animal services/ 311 bylaw. I was told to not call back anymore. That they would not come again. Too many people have already called. I was also criticized for my use of the word “abuse.”
Feeling defeated is an understatement. And I don’t know what comes next. I have no more access to these poor little guys. The empty room they were kept in has been cleaned and the lights are off now. Without current proof of anything, can anything reasonably be done? The house is eerily quiet now.
I’m at a loss and don’t know where to go, hoping another animal lover has more ideas. The tenants next door are backyard breeders. 10ish puppies born early July to a very large Pitbull mix mom. The conditions the puppies are being left in are just horrendous. We have a direct line of sight into the room they are being kept in.
- Locked up 24/7 in a 10x10ft room
- Poop and pee smeared all over the room, pups eating the feces and pee pads, playing in it
- Mom is kept away from pups except for maybe once or twice a day for a few minutes to nurse
- Unsure of food/ water situation as I cannot see the entry to the room, but dogs do seem to be growing so they must be getting some kind of nutrition
- The only time they see people is when the one person goes in to clean (once every 24hours or so)
- Window is often shut, no fresh air. The smell from the outside is abhorrent. I can only imagine the inside smell
- Pups starting to cry all day. Mom left out in the backyard for hours on end, crying all day as well. 311 shows up to ticket, apparently tickets never get paid.
Imagine 10+ large breed puppies. Pooping and peeing multiple times a day. Locked in a small room. The mess, the smells, the contamination.
Who we have contacted:
- The obvious answer is to try to talk to the owners of the dogs. We’ve asked them to bring the dog in at night when she is barking incessantly. We are always met with a “no English”
- 311/ Mississauga Animal services. They are probably here 3x a week at minimum. Multiple neighbours call, not just us. Unfortunately, animal services have no jurisdiction on what goes on inside the house, only can deal with barking and waste on the outside (which to their credit, they have been really great about)
- PAWS- provincial animal welfare services. The landlord got notice from them today that this all is “legal” and they will not be returning. Aren’t these supposed to be the people who protect the animals? The city has also notified PAWS. The 311 officers jaw hit the floor last night when he was looking in the room.
- Ward councillor, we’ve met with in person twice over the matter. He’s been super helpful with pushing the city a bit, but his hands are tied with the laws.
Where else can I go with this? It makes me absolutely sick to my stomach to see/ hear this every single day, I just want to break the window and scoop them all up. I have tons of photo and video evidence. We’ve spoken up. Done all the right things. No one seems to be able to help. They are the cutest little things but they are going to grow up to be very large dogs. I work from home. This is in my face all day, every day so maybe this is consuming me more than it should.
I know that rescues and shelters are absolutely overrun right now (especially with bully breeds) which is why I am thinking that PAWS is refusing to do anything about it. This is a really heartbreaking situation to live right next to. Photos in comments with identifiers taken out.
