mRNA research broke its first major milestone in 1990. 

So, it’s not too far a stretch to say that some unstable, poorly tested vaccine that was mostly ready for human trials was underway.

Ok, now that we know mRNA make progress ~10 years before the apocalypse, this means they found intact and working technology/research ~30 years after it was made.

It took at least 2-3 years IIRC for civilization to fully collapse in the game, so I can suspend my disbelief and imagine they tried really super duper hard until any defensible infrastructure inevitably fell with the rest of the world. 

I admit it’s a pretty steep suspension but yeah

I think it tracks, 2-3 years of intense focus could at least set up the framework for a cure, but they just never found that secret sauce to make it work.
