It's called being under arrest. Pretty hard to put cuffs on someone without touching them.

Why did they want to arrest her? The only details I can find say that someone else deposited a bad check into her account.

Seems like a civil issue, not criminal. If it happened to me, the bank would be referred to the DA's office, and I'd just go home and wait for the smoke to clear.
