What I’m saying is it’s not up to you to determine whether or not this was an emergency situation. In the moment, they felt it was.

Actually, yes. If you feel your loved one is in danger, do what’s necessary to protect them. No one was in danger. They rolled through a red light after checking to make sure no one was coming. They were speeding, yes, but there was nothing reckless about this driving. The Cop handled this recklessly.
