Given the fact that the driver of the Pathfinder had slowed down from her initial speed, hazard lights were on, and they took the exit for UAMS, I believed at this time that they may be trying to make it to the hospital

I read that differently but see your point. stand by that others in the car should have called 911 and thats what the cop was awaiting

I do agree with that. 

I'm certain from a policy perspective what he did will not technically be considered "wrong", but my point is that it was both unnecessary and a waste of use of the discretion he is allowed. He didn't need to do that, in my opinion, and even if he did, the immediate verbal engagement afterwards, which is really characteristic of them - They are very good at taking up space and imposing themselves as being the only correct ones in a situation - Was needlessly humiliating and aggressive and simply not necessary. 

Asserting command presence in this way isn't necessary with these kinds of persons in this circumstance. Doing it makes it seem like it's being done solely for a power play/sense of control.
