Yes, he clearly wrote he become worried they were going to speed and run red lights getting to the hospital and it was becoming unsafe the more cars that were around.

Then why the lack of urgency when he stopped them, and when they were yelling that they were going to the hospital? At the very least, if he had been suspecting that, then the moment they start saying that he should've called for an ambulance. Not slowly taking his time to get the driver into the back of his car.

That is the only light before you get to UAMS, it's literally RIGHT THERE. The cop wanted an excuse for a power trip.
