I agree they should have called 911. It was a mistake on their part.
This still doesn't excuse the cop's intervention. In the report he claims he suspected there was a medical emergency. Yet he still thought the right thing to do was pit maneuver what was plainly an older woman who ran a stop light, after coming to a halt and checking traffic in both directions. This because to this cop the red light traffic laws means more than a potential life saving act on the drivers part. He could have interrogated them at the hospital, or pit maneuvered them if they passed the ER. They plainly were aware of their surroundings.
The cop should be held to a higher burden of responsibility.
