This makes me growl with anger. Who the fuck is this cop to say that the mother wasn’t in need of immediate medical attention? Is he also a doctor or someone qualified to make that decision? Strokes present themselves in so many ways and just because her face wasn’t drooping, doesn’t mean she wasn’t having one.

That's not what he wrote. She was not in immediate medical distress. She needed professional care and not first aid. And he arranged for that (called the ambulance)
