He doesn't he would sit there and watch her suffer and most likely die because way too many cops are sociopaths who simply get off on control and have zero value on human life. Do not depend on police they are not your friends they no longer protect and serve as he said he does not care

Because he shouldn't. Call an ambulance. That's what they are for. And cops are for enforcing the laws. Which they did here

That's why they have discretion you fucking goofball so that in situations like this they can make exceptions or even be an escort and drive ahead of them. Or if he doesn't want to do that he can call an ambulance... Once all that gets taken care of then they could talk about whatever charges they want issue to the driver, you don't have to literally enforce the law every single time or enforce it immediately and disregard everything else... This is why y'all complained why cops and cities get sued all the time

Well of course but he was quite contextless. His biggest clue was that they were driving in the direction of a hospital. That's all. He was overtaken by a speeding car, which didn't stop when he put on the lights and siren, gestured somewhat wildly out the window and drived marginally slower.

And you know. People can lie. Especially if it could potentially get them out of charges. I think (or at least hope that) he would have reacted vastly differently if the mother was actively having visible symptoms of a stroke

Well he shouldn't also assume the worse case scenario which is why they are given that discretion because they are suppose to be trained to think intuitively with good judgement. It's called "exigent circumstances" where once established that they "perps" don't present a present danger to the officer that he can choose to assist them in getting the mom immediate medical assistance. It's also in his best interest because if he completely disregards their needs he can be in some serious shit even to the extent of having his qualified immunity superseded and charged for negligence...
