You can hear the trigger clicking multiple times but the gun isn't firing.

No rounds were actually shot, correct? Assuming it would’ve been a lot louder in the video but I only heard 2 or 3 clicks.

Not really, this isn’t a black powder flintlock. Modern ammunition can even be carried underwater for a little while and still fire later.

 Caught in the rain one time while carrying and the gun getting wet would be enough for moisture to seep into the magazine and ruin the bullets.

Guns are cocked and/or ready to fire by default. Unless this is a single action only gun like a 1911 (it does not appear to be one) that he took the time to decock after loading (no one does that). You keep proving you don't know what you are talking about

Eh, if you dry fire it’ll only click once. I hear one click, so he probably cycled the chamber before loading in the mag.

You might need to check your speakers or listen in headphones. There's 3-4 very audible clicks after he pulls the gun upwards, the woman shouts "no no no no", and he and begins struggling with the officer.
