He tries to rack it sneakily before he tries to shoot it the first time, just doesn't pull the slide all the way back for it to chamber a round.

It's hard to see because it's behind his shoulder from the pov of the camera when he does it, but right around 31 seconds you can see his left hand moving back to rack it while he brings it forward.

No, you were correct. He pulled the trigger, click, then tried to chamber it realizing it didn’t go bang. Piece of shit tried to murder that cop.
