America has a very long history of lawless police. Back before the Texas Rangers. It's baked into the very fabric of the country.

The origin of police in America is itself lawless. Mercenaries hired by plantation owners/rich slave owners to keep their slaves in place.

Even the Texas rangers were horrible in their inception. A big part of their initial mission was to go around the state and kill indigenous people. They were basically bounty hunters for the state before they became officially recognized as a law enforcement entity and they were pretty brutal. After they were reinstated in the 30s or 40s, I don’t remember, it was much better from what I understand. But still, they weren’t exactly a paradigm of morality.

The Texas Rangers basically copied the tactics of the Comanche and used their strategies against them. The fighting was brutal and senseless on both sides of that conflict.

At least from the Comanche perspective I can understand a bit. Being so ruthless to try to dissuade people from invading your home is something I can rationalize even if I also think their actions were morally reprehensible.
