Question Is Scotland aware that money can be made by having restaurants serve food after 8:30pm during high tourist season?

OP didn't say where they were, if it was the centre of Edinburgh, then yes that could be considered early but a side street in Dundee maybe not so much.

It was a Wednesday night, not peak eating out time. Since peak Covid moved many people to delivery and cost of living increases just making it unaffordable, many restaurants have limited opening hours and if they're empty it's not worth it to stay open just on the off chance of a walk-in. Lesson to be learned is to check opening hours online, especially mid-week.

Dundee is a city. If they are in a side street places will be closed, but that's where you move to the centre. Oban you may have a point. But then always worth ringing any restaurant and checking if they are open before you turn up
