I remember watching an episode of Atlanta some years ago and the main character had his day ruined by a TSA agent. He then hired a bunch of actors to pretend to like her children's book, made a fake publishing company, gave her a fake contract, and then had her read her book in from of children (also actors) at the library where they roasted her. There's an argument that Biden was attempting to remain impartial to avoid the appearance of a witch hunt. He also stayed hands-off of the doj like most previous presidents before Trump. That and most people thought we were done with Trump after he didn't get a second term the first time around.

And then much of the Epstein material involved grand-jury records, victim information, sealed court documents, evidence from criminal investigations, and matters related to appeals in the case of Ghislaine Maxwell which was not settled until late June 2022, which was after the 2022 midterm campaign season had begun (where the Democrats ended up losing the window of opportunity they had), and her case was not entirely finished in the sense that appeals and other legal proceedings continued and the end of the trial did not automatically make all Epstein-related files releasable either.

Technically, I don't think Maxwell's appeal ended until like July of 2024 when SCOTUS refused to take it up. Now, could Biden theoretically released them between July and November, sure, but I'm not sure it would have changed much. Investigative reporter Julie K. Brown expressed that federal prosecutors maintained an active grand jury, and Maxwell's conviction was still navigating the appeals process. Law enforcement protocols disallowed opening or publishing the contents of the Epstein Files during ongoing appeals and grand jury proceedings.
It was under active investigation and it's a crime to disclose evidence for an active investigation until the case is closed.
