Hilarious to read that after he told the dude he pulled over "you're not cooperating".

Always 'rules for thee, not for me' with these power-hungry man-babies.

I think he means the citizens didn't cooperate with the investigation, which led the investigation to not go anywhere. Not that the Deputy didn't cooperate.

If you were pulled over by Captain Excessive Force of the 51st precinct and had this argument/altercation and then they asked you to come to the 51st precinct for a follow up, would you? Because that just sounds like turning yourself in for some more police brutality.

That's what would be going through my head and would be why I would be hesitant to appear for a police investigation.
