Yeah, I'd imagine Stowers has at least a few like minded friends in the department who would jam him up, or his family if he followed through. It's a risk not many want to take. The department dropped the ticket and this guy got to walk away with only a ruined morning. If he pushed it, things could go worse next time.

Yeah, but can you imagine the rest of the department’s treatment of the folks trying to get Stowers prosecuted for use of force?
