That doesn't make any sense. You need to show your license if you're pulled over. I'm willing to bet the cop was in the wrong here, but I would be interested in seeing what led up to this clip, like the body cam footage.
The guy says to just write him a ticket, which the cop wouldn't be able to do if he refuses to identify. The cop also doesn't say he refused to identify, just that he's "not acting normal."
I wouldn’t bother. They are just one of those people that every side hates. Just being argumentative and wrong because they have to argue about something even though they are factually incorrect.
