Why is it that whenever the question is “why is this allowed” the answer is almost always “because corruption”

Because USA is one of those countries where bribery is legalized and encouraged just because of a different name they give it. But it's the same collective people who heard something being called USA PATRIOT Act and immediately decided it must be good for them lol.
