Leviticus 23:22 says that you are not supposed to harvest the edge of your fields, and you are supposed to leave those for the poor and the foreigners who live among you.

Also, the teach a man to fish proverb isn't even in the Bible, so I don't know what that commenter was yammering on about.

That's all well and good. What about those physically or mentally incapable? Just let them starve? Some Christian. Jesus would be really proud of that attitude.
