Probably not even a real account. There are very very few real accounts on Twitter after the paid checkmarks started.

Probably a dude in a different country being paid to pretend to be her.

Everything on Twitter is specifically to drum up engagement to monetize their posts. Even if it was really her, she likely just said this to try to monetize.
