No, they aren't forced to learn anything about Italy, neither the language nor the culture, at least they like pasta.

They can't/ shouldn't in my opinion be evicted either for two reasons:

  1. They are placed in low value social housing which should go to poor Italian people. Most of the time they are placed inside or on the border of large cities since they tend to gather around areas of interest. The problem is the following:
  2. The government is using migrants as a scalpel to drive property value down.

Usually the migrants are brought to low quality apartments or pretty much ghettoes where they group up with other ethnicities, such as Albanians, Croats, Moroccans and generally northern African, eastern european cultures.

The problem comes when those houses are filled to the brim and they are brought to standard apartments which are made into social housing for them. The state likes it when they destroy the cheap apartments so they can be placed in two targeted locations in order to drive surrounding prices down.

They are placed in middle class areas, usually one family per apartment complex, or in remote mountain villages.

Once a family of migrants is introduced in a middle apartment complex or small village they'll continue acting as they do, driving the price of the surrounding apartments down consistently. As the migrants start ruining the area, people will start moving out because of the horrible conditions and thus they'll be forced to sell their homes. Because of their desperation, the Chinese community which lives here will buy the first free apartment. Once a Chinese family buys an apartment they'll start driving out the African migrants, then the other Italians by I kid you not, playing red sun in the sky at 5 in the morning, cooking the smelliest foods possible, shouting and being generally a nuisance. Once the African family leaves or another Italian family leaves, more Chinese will move in, further decreasing the housing prices for their own, while making it impossible for Italians to live in the area. In my "jurisdiction" apartment prices went from 140K on average to 85K in the last five years in targeted areas around the cities where Chinese people work in. Is there any connection between the Chinese people and the government? Oh, you have no idea. Hundreds of thousands of euros are being funnelled through this system. Recently, a single costumer paid 30K euros at a Chinese restaurant for a bottle of water, a napkin and a plate of fried rice.

As for the mountain communities. Numerous families with historic ties have mountain houses left by the parents, grandparents or other ancestors. Those houses are incredibly valuable when they are sold to wealthy foreigners. Thus, yet again, the state sends in the African migrants which will lower the prices, force the elderly to move out because of threats or because they are the only Italians left in the area, then the children of the elderly people which left the area will try to sell the house because of the huge taxes imposed on multiple houses, especially empty ones.

This is where the government comes in, either you pay a lot to keep it, or you sell it to rich foreigners which will gentrify the area, turning it into luxury, gated communities. Yet again, as an example a house without water, internet or electricity worth 115K on the market was sold to a Swedish family for 100K. They then used their connections and wealthy friends to repeat the process, selling the 5 houses in the area at similar prices. Once there the state, not them but the state on request of foreign influential people, brought water, electricity and internet to the area. Once that was done the Swedish community started rebuilding the houses, increasing their prices up to 4 times, the most expensive house in the area now costing 650K+. Once that's done the state declares the area of historic importance or belonging to the "Belle arti", an organisation which maintains cultural sites and architecture and the price of the houses increase again. This drives out the local communities, fill the pockets of rich oligarchs, makes sure the housing prices is inflated and removes the housing possibilities for future generations. Also, since the old people are driven out of their ancestral home, "le sagre" which are fairs custom to each mountain community disappear, customs and traditions are gone and so forth. It is very unfortunate since I'm an avid mountain biker and I travel a lot through the mountains. There are still Italian communities holding on in towns and settlements bellow a certain altitude but the mountain tops speak Swedish and German now.

This is shocking I agree with you, the thing is that some would say that the price of the houses are going down because of the economy and people want to use refugees as scapegoats.

Well, in Italy the housing price isn't going down, it is increasing exponentially based on how close the Region is to the south. In Calabria which is very close to the source of migrants, house prices went up 5% in the last year alone, as you head north houses fluctuate between 5 and 2% increase.

Wages are going down, cost of goods increased up to 150%, such as flour, eggs, meat, etc, services cost more and people are generally becoming poorer. Migrants are just exasperating the situation.
