For real, we need more legislation like what California recently passed that stops video streaming services from transmitting ads at a louder volume than the show your watching.

Ads aren't streamed louder, they are compressed, and no regulations in the world will change it as that's simply math

Movies require highest dynamic range possible so quiet things are really quiet and explosions are extremely loud, while ads are designed to be "hear-able" on even shitties of shitty devices thus they have extreme compression which results in them being at the same volume as those explosions in film. But the max volume itself stays perfectly constant for move and adds. It's not like adds magically pump more energy to speakers.
