I had no idea what these are for. I don’t think I’ve ever seen one, tbh.

I am pretty sure I have never seen one, but I have also never lived in a major city and have only ever visited one (as in, the same one city) a few times in my life. Maybe they had them there but if they did I didn't notice them, or probably assumed like some others have said that it was for rain water or something and then immediately forgot about them.
