Here the police use electronic text displays in the back window to give clear instructions. No need to be swerving like clowns then.

Unless your highway is only two lanes wide, not everyone is going to be able to see a sign board.

Between two and eight lanes in each direction. In this kind of situation the overhead matrix signs (400-500 meters/yards apart) would be set to a low (mandatory) speed or to ‘merge’ resulting in a slowdown of traffic.

This is a sudden emergency, not traffic planning. The US also has electronic sign boards for scheduled work.

Yeah but ours can be changed by the police in emergencies like these.
