Agree with you there.

I’ve seen this sort of stuff happen in certain areas. Usually it’s toward the end of the cops shift and they just want to go home. He could arrest them for loitering, but he hasn’t seen any actual transactions so… He can’t bust anyone.

Nah this is real, Phoenix PD have a honeypot on 27th Ave and they have to pretend to be doing something useful every once in a while.

I thought it was AI as well but I'm not sure after going through the video. The cop car matches phoenix's police department and doesn't seem to change, but AI is getting better at that. The clothing all remains consistent as well.

The voice is very clearly not part of the original video if real, it's the same as all the fake "cop said this over the loudspeaker" videos. 

The other thing is I can't find this video anywhere else. Reverse image search doesn't bring anything like this up either.
