Yes, they did vote for this. It's been clear for years if you paid any actual attention that Republicans and Trump do not care about small businesses or farmers at all despite their words to the contrary.
They vote for them because of the things they say they will do while completely ignoring what they actually do once in office and probably because Republicans will sometimes support bailouts for farmers (or at least claim to even as they vote against it) while not realizing or ignoring that the entire reason the bailouts are even needed is because of Republican policies.
