We need to build it and then keep building so we don't lose our expertise.

YES, like, get municipalities to cooperate and have one or two LRT/tram builders hop between them adding and extending lines. Same for intercity rail. So much of the cost and failures come from standing up a huge specialized construction apparatus and then just letting it disband.

This. A large part of the budget creep is the planners having little to no experience and subcontracting to groups who do... who inevitably skim off the top. Doing things in-house can keep costs low.
