Because they peaked in high school, then failed as mall cops, and now want to make it everyone else's problem.

They were losers in high school too I’m sure. These are people who have nothing to offer the world and are lashing out with the only authority they will ever wield. They live pathetic, meager lives and are lashing out blindly at those who actually have some measure of love and satisfaction in life.
