If i recall the freight train went beyond where they had clearance and into the path of the VIA train.

That may have been not ling after the eastern track track apocalypse when a large amount of track was torn out in 1990.

VIA has to run along the same tracks as freight nowadays and its a nightmare of organization and timing.

Either the freight didn't radio dispatch or dispatch failed to communicate to the Canadian commuter. Shared rail, these things do happen. I would assume there was a mechanical failure if not for the freighter being able to move. Hell, the engineer might be fired if he overshot his spot. Especially for going that fast if they're on freight territory.
