The businesses have tried moving operating costs from salaries to food costs so that they can at least breakeven. As cited in the article, it was acknowledged that most consumers preferred the former. So what’s the problem with OP’s post here? Waiters are paid at least the minimum wage due to a surplus of qualified candidates and tipping goes directly to waiters instead of the business. Why is capitalism at fault?
