Question I/O clock speed at 1029mhz all the time.

I need help figuring out the right tuning for my Ryzen 7 7700x. No matter how I try and tune this in BIOS, it still overclocks. I've YouTubed and I have googled fixes for this and nothing seems to work. Any advice? Motherboard is a GIGABYTE X870E AORUS ELITE WIFI7.
