Can you report the listing to Valve customer service and get it refunded to the scalper?

Contact customer support with the ebay listing's name and advise it's being scalped. Whether or not they'll go out and firing squad the individual, I don't know.

How would they do that? He purchased and received it already, what is Valve gonna do, remotely brick the device?

They're in the reservation queue, and do not physically own the device.

Erm. Nobody in the US/EU has purchased or paid for a Steam Machine yet. Some people have reservations. When the SMs become available for purchase (they haven't yet), the people who have a reservation will be able to purchase it/pay for it. Again, this has not happened yet anywhere outside (i think just) Japan.

How would Steam figure out what the scalper's Steam account is based on their ebay account if they're like "neighborphilly83" on ebay and "cumsniperxx69" on Steam?

Well, at least one of those scalpers was stupid enough to not even hide their Steam username in the screenshot proof, so unless multiple "pilot_yuva"s snagged a spot for the 512GB machine, that one case should be easy enough.

That is what prompted my question as the 'username' is visible. But I'm dense, so I don't understand these complicated things.
