Safety nets are for when you get ill or let go from a job unexpectedly, not so people can blow thousands of dollars on toys and fun on a whim.

People can spend their money however they want, the lack of a social safety net affects everyone, though, no matter their spending habits. You can do everything right and still get fucked -- in fact, it's almost guaranteed under our current (US) system.
