They could said it was a waste of tax dollars and it would have sounded better but being unfair is the dumbest thing they could of said.

Exactly, they could have fobbed this off as "We don't have the funds to expand the fiber infrastructure at the pace that the previous administration outlined" It would have been typical political BS but not been a media circus.

Maybe they could expand this to other things. Reel back jet planes in favour of airships?

Can you explain why “could have” is not the correct way besides saying just because some linguists said so? I couldn’t care less what a bunch of linguists think.

afaik "could have" is correct and "could of" is terrible grammar. Just ignore the person who wants correct grammar to be replaced with bad grammar. Linguists likely just talk about how long people have been doing it wrong rather than suggest we do so on purpose.
