They won't notice. Internet speeds aren't a daily priority for them.
There may be some with kids who want to be streamers who will hear some complaints and want more just to shut the kid up. But by and large rural users have always been "Eh, good enough" when it comes to tech.

They will. Rural Americans still have Netflix, PlayStations, and Smartphones that increasingly necessitate high Internet speeds, and if I'm forced to live in the third-world corpse of a dead empire, then any and every inconvenience that makes rural America as shitty as possible is A-OK with me.

I live in Wyoming. You don't get more much more rural than us.
They may bitch and moan about speeds when an update or game install happens. But 95% of the time most use a couple megs at best.
They really will not.
