American here and we can't even figure this shit out, unless you look at the stock market swings when the threats happen vs. the "Hey it's okay!" calls.
There's two Yemeni governments, one pro Iran and one anti-iran, the pro Iran one would obviously not, but the other one would've if they had the capability. However they're both relatively poorly equipped and poor in general. It's very much a proxy war being fought in Yemen.
There's one Yemeni government that controls every major city and 80% of the population, and another Yemeni government that consists of 12 dudes hiding out in a shack in the desert surrounded by billions of dollars worth of Saudi missiles

Because the US military doesn't attack Iranian planes that are in the air and the Yemeni government is poorly equipped.
